CILTHK Supports the 2026 Policy Address and Hong Kong’s First Five-Year Plan

The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) supports the 2026 Policy Address and the First Five-Year Plan of the Hong Kong Special Administrative Region (HKSAR).

We believe this represents a historic opportunity for Hong Kong to deepen its integration into the overall national development while fully leveraging its unique advantages under the "One Country, Two Systems" framework. The National 15th Five-Year Plan places strong emphasis on high-quality development, technological innovation, green transformation, modern infrastructure, logistics connectivity, and further opening-up to the world. Hong Kong is uniquely positioned to contribute to and benefit from these national strategies through its roles as an international maritime centre, international aviation hub, international trade centre, and global financial centre. We strongly support the Government’s vision of positioning Hong Kong as a "super-connector" and "super value-adder", facilitating the efficient flow of people, goods, capital, information and talent between the Mainland and the international community. In particular, the development of the Northern Metropolis, deeper Guangdong-Hong Kong-Macao Greater Bay Area (GBA) integration, expansion of cross-boundary transport infrastructure, development of high-value supply chain services, smart logistics, sustainable aviation fuel, green shipping corridors and modern logistics clusters will enable Hong Kong to make a significant contribution to the country's dual-circulation strategy, high-standard opening-up, Belt and Road Initiative and the cultivation of new quality productive forces. These initiatives will not only strengthen Hong Kong's long-term competitiveness but also reinforce its strategic importance in supporting national development over the coming decade.

Advancing Hong Kong as a World-Class Transport and Logistics Hub

The Policy Address contains an ambitious and comprehensive agenda to enhance Hong Kong’s transport and logistics ecosystem. We strongly support the initiatives to develop a green and smart port, establish the Port Community System, strengthen rail-sea-land-river intermodal transport, promote modern logistics development, expand partner port networks, develop international air freight and the low‑altitude economy (LAE), and expedite the implementation of sea‑air intermodal transhipment. These initiatives will reinforce Hong Kong’s position as an indispensable regional logistics gateway and supply chain management centre while supporting the transition towards a more resilient and sustainable logistics sector. We welcome the target to roll out spade-ready logistics land in Hung Shui Kiu / Ha Tsuen starting in 2027–2028, and look forward to a modern logistics cluster supporting various logistics and fulfilment needs. 

We also welcome the Government’s continued efforts to strengthen the international aviation hub through the expansion of global air connections, development of the Hong Kong International Airport, support for sustainable aviation fuel (SAF), and advancement of the Dongguan Logistics Park and related cross-boundary logistics initiatives. These measures will further enhance Hong Kong’s strategic role in facilitating international trade and regional economic integration.

Supporting Sustainable and Smart Mobility

CILTHK is pleased to see the Policy Address place significant emphasis on innovation, digitalisation and low-carbon development in transport. The advancement of autonomous vehicles, smart and green mass transit systems, intelligent traffic management platforms, and the proposed "AI City Brain" reflect Hong Kong’s determination to become a leading smart city. The application of artificial intelligence and digital technologies in transport planning, traffic management and public services will create opportunities to improve mobility, enhance safety and optimise network performance.

We also welcome the Government’s commitment to sustainable transport through the promotion of electric vehicles, hydrogen technologies, sustainable aviation fuel and green shipping corridors. These initiatives align closely with Hong Kong’s carbon neutrality objectives and demonstrate leadership in the transition to low-carbon transport systems. The transport and logistics profession stands ready to support the implementation of these important initiatives.

Accelerating Northern Metropolis and Greater Bay Area Connectivity

The First Five-Year Plan rightly identifies the Northern Metropolis as a key engine of future growth. We strongly support the infrastructure‑led approach, including the major Northern Metropolis‑related railway and road projects under the “Eight Vertical and Eight Horizontal Corridors” infrastructure framework, which will enhance local and cross‑boundary transport infrastructure connectivity. These projects include the Northern Metropolis Highway, Hong Kong-Shenzhen Western Rail Link, Northern Link and enhanced connections between Hong Kong International Airport, the Northern Metropolis and the wider GBA. These projects will provide the transport backbone necessary to support economic activity, talent mobility and cross-boundary integration.

We are glad to see the plan to promote collaboration with the Mainland to launch cross‑boundary, low‑altitude logistics trial flights, and progressively expand the low‑altitude cross‑boundary logistics network across the GBA.

Equally important are the initiatives to facilitate cross-boundary transport and deepen co-operation with other GBA cities. Enhanced connectivity will strengthen Hong Kong’s role as a super-connector and super value-adder, facilitating the flow of people, goods, capital and innovation across the region. The development of the GBA port cluster and integrated logistics networks will further create new opportunities for industry growth and regional collaboration.

Investing in Talent and Future Leadership

As a professional institution dedicated to developing transport and logistics practitioners, CILTHK strongly welcomes the Government’s focus on talent development, professional training, applied education and lifelong learning. The establishment of the Maritime Academy expanded support for vocational and technical education, AI upskilling initiatives and the development of high-calibre talent will ensure that Hong Kong possesses the human capital necessary to support future economic growth and technological transformation.

CILTHK remains committed to working closely with the Government, academia and industry partners in nurturing future transport and logistics leaders, promoting professional excellence and contributing to policy development.

CILTHK fully supports the strategic directions set out in both the 2026 Policy Address and Hong Kong’s First Five-Year Plan. 推動香港成為世界級運輸及物流樞紐

《施政報告》提出一系列具前瞻性及全面性的政策措施，以提升香港的運輸及物流生態系統。我們全力支持發展綠色智慧港口、建立港口社區系統、加強鐵路、海運、公路及內河多式聯運、推動現代物流發展、拓展夥伴港網絡、發展國際航空貨運及低空經濟，以及加快推進海空聯運中轉業務。這些措施將進一步鞏固香港作為區域物流門戶及供應鏈管理中心的關鍵地位，同時推動物流業朝着更具韌性及可持續發展的方向邁進。

我們歡迎政府以2027至2028年起推出洪水橋／厦村物流用地的目標，並期待建設現代物流產業集群，以支援不同類型的物流及履約服務需求。

我們亦歡迎政府持續鞏固國際航空樞紐地位，包括拓展全球航空網絡、推進香港國際機場發展、支持可持續航空燃料（SAF）的應用，以及推動東莞物流園及相關跨境物流措施的發展。這些措施將進一步提升香港在促進國際貿易及區域經濟融合方面的重要戰略角色。

支持可持續及智慧出行

香港運輸物流學會樂見《施政報告》高度重視運輸領域的創新、數碼化及低碳發展。自動駕駛車輛、智慧及綠色集體運輸系統、智能交通管理平台，以及擬建的「人工智能城市大腦」等措施，均體現香港致力發展成為領先智慧城市的決心。人工智能及數碼科技在運輸規劃、交通管理及公共服務中的應用，將有助提升出行效率、增強安全水平及優化整體運輸網絡表現。

我們亦歡迎政府透過推廣電動車、氫能技術、可持續航空燃料及綠色航運走廊等措施，推動可持續交通發展。這些政策與香港實現碳中和的目標高度一致，並展現香港在低碳運輸轉型方面的領導地位。運輸及物流專業界將全力支持各項重要措施的落實。

加快北部都會區及大灣區互聯互通

首份五年規劃明確將北部都會區定位為香港未來發展的重要增長引擎。我們十分支持以基建帶動發展的策略，包括在「八縱八橫」運輸基建網絡框架下推展多項與北部都會區相關的鐵路及道路工程，以加強香港內部及跨境運輸基礎設施的互聯互通。相關項目包括北部都會區公路、港深西部鐵路、北環線，以及加強香港國際機場、北部都會區與整個大灣區之間的聯繫。這些大型基建項目將為經濟活動、人才流動及跨境融合提供必要的運輸骨幹。

我們亦欣見規劃提出與內地合作推展跨境低空物流試點項目，並逐步擴展覆蓋整個大灣區的低空跨境物流網絡。

同樣重要的是，政府提出促進跨境運輸及深化與其他大灣區城市合作的各項措施。更緊密的互聯互通將進一步強化香港作為「超級聯繫人」及「超級增值人」的角色，促進區內人流、物流、資金流及創新資源流動。大灣區港口群及一體化物流網絡的發展，亦將為業界創造更多增長及合作機遇。

投資人才及培育未來領袖

作為致力培養運輸及物流專業人才的專業機構，香港運輸物流學會高度支持政府重視人才發展、專業培訓、應用教育及終身學習。成立香港海運港口發展局轄下的海事學院、加強職業專才教育、推動人工智能技能提升，以及培育高端人才，均有助香港建立支持未來經濟增長及科技轉型所需的人力資本基礎。

香港運輸物流學會將繼續與政府、學術界及業界夥伴緊密合作，共同培育新一代運輸及物流領袖，推動專業卓越發展，並為政策制定提供專業意見。
