Tsuen New Development Area Modern Logistics Cluster
The Chartered Institute of Logistics and
Transport in Hong Kong (CILTHK) is pleased to express our strong support for
the Study Report on the Hung Shui Kiu/Ha Tsuen New Development Area Modern
Logistics Cluster (HSK Logistics Cluster).
CILTHK has long advocated for strategic
infrastructure development that enhances our city's competitive position as an
international logistics hub. The HSK Logistics Cluster represents a
transformative initiative that addresses the critical challenge of logistics
land scarcity while positioning Hong Kong for future growth.
A Strategic Development for Hong Kong's
Logistics Industry
We commend the Government for the comprehensive
planning of approximately 36 hectares of dedicated logistics land in the HSK/HT
New Development Area. The study report's three strategic directions -
Enterprise-Oriented, Market-Enabling Environment and Innovative Approach to
Drive Industry Development, and six implementation measures, which demonstrate
a thorough understanding of modern logistics operational requirements and
market dynamics. The HSK Logistics Cluster is divided into five main zones,
focusing on the development of logistics businesses such as high-value goods
logistics, e-commerce logistics, freight forwarding, and low-altitude economy.
This allows similar businesses to generate industrial agglomeration effects
within the same zone, while different zones can have functional complementarity
and provide a synergy effect that promotes the organic development of an
industry chain.
Alignment with National and Regional
Development
The HSK Logistics Cluster aligns with the 15th
Five-Year Plan's emphasis on consolidating Hong Kong's status as an
international maritime center. The "East-In East-Out, West-In
West-Out" cross-boundary freight arrangement will position the cluster as
a major cargo distribution center for western Guangdong, ensuring stable cargo
flows and supporting deeper integration into the Greater Bay Area.

The HSK Logistics Cluster represents a
visionary initiative that will secure Hong Kong's position as a leading
international logistics hub. The comprehensive study demonstrates thorough
analysis, extensive consultation, and pragmatic recommendations.
CILTHK strongly supports this development and

stakeholders to ensure its successful implementation. By creating a vibrant
ecosystem of smart, green, and high-value logistics operations, Hong Kong can

The Chartered Institute of Logistics and
Transport in Hong Kong (CILTHK) is a major branch of The Chartered Institute of
Logistics and Transport (CILT). The Chartered Institute of Logistics and

members working in over 100 countries. It was formed in the United Kingdom in
1919 and granted a Royal Chartered in 1926.

香港運輸物流學會(CILTHK)謹此表達對《洪水橋/厦村新發展區現代物流圈研究報告》(下稱「洪水橋物流圈」) 的支持。
香港運輸物流學會長期致力倡議發展策略性基礎設施,以提升香港作為國際物流樞紐的優勢。洪水橋物流圈是一項具前瞻性的規劃,不僅有效應對物流用地短缺的挑戰,更為香港物流業的長遠發展奠定穩固基礎。
香港物流業的策略性發展
本會讚揚政府在洪水橋/厦村新發展區全面規劃約36公頃的專用物流用地。研究報告提出三大策略發展方向 —「企業為本」、「締造有利市場環境」及「創新方式驅動行業發展」,並配以六項具體實施措施,充分回應對現代物流營運及市場發展的需求。洪水橋物流圈劃分為五個主要功能區域,聚焦發展高價值貨物物流、電商物流、貨運代理及低空經濟等物流業務。此規劃使同類業務能在同一區域內形成物流產業集群,而不同區域之間則功能互補及產生協同效應,從而促進產業鏈的有機發展。
配合國家及區域發展策略
洪水橋物流圈的發展與國家《十五五規劃》中鞏固香港國際航運中心地位的戰略目標高度契合。隨著「東進東出、西進西出」跨境貨運格局的形成,洪水橋物流圈將成為港深西部跨境貨流的總集散地,確保充足且穩定的貨源,有力支持香港更深入融入粵港澳大灣區的協同發展。
