The Chartered Institute of Logistics and Transport in Hong Kong supports legislative proposals under Import and Export (Amendment) Bill 2023 for transhipment of alternative smoking products
The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) supports the legislative proposals under the Import and Export (Amendment) Bill 2023 (the Bill) as announced by the Government yesterday (22nd March) for transhipment of alternative smoking products (ASPs). It aimed at seeking the resumption of the transhipment of ASPs from the Mainland via Hong Kong International Airport to overseas markets under a new control and regulatory regime.
CILTHK welcomes the Government's attention to the prohibition of intermodal transport of ASPs, which has caused huge losses to Hong Kong's air cargo transhipment industry, as well as Hong Kong's overall economy, especially air cargo exports. After the relaxation of restrictions on transhipment, the industry will fully cooperate with the Government in implementing the new control scheme that will be managed, supervised and enforced by the Customs and Excise Department, so as to strengthen the supervision on intermodal ASP transhipment and prevent alternative cigarettes from entering the market.
The Institute looks forward to the resumption of the intermodal ASP transhipment via Hong Kong as soon as possible, so as to consolidate Hong Kong's position as an international aviation hub as prescribed in the "Outline of the Fourteenth Five-Year Plan for the National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035".

香港運輸物流學會支持《2023 年進出口（修訂）條例草案》有關另類吸煙產品轉運的立法修訂
香港運輸物流學會支持特區政府于昨日（三月二十二日）公布與另類吸煙產品轉運有關的 《 2023 年進出口（修訂）條例草案》（條例草案）的立法建議。有關條例草案旨在完善由內地經香港轉運至其他海外市場的另類吸煙產品的監管制度，以恢復由內地經香港國際機場轉運至海外國家的另類吸煙產品。
香港運輸物流學會歡迎政府當局注意到禁止另類吸煙產品透過多式聯運轉運，已對香港航空貨物轉運業、以至香港整體經濟尤其空運貨物出口造成巨大損失。放寬轉口限制後，業界會全力配合政府落實將由香港海關負責管理、監督和執法的新監管制度，以加強對聯運轉運另類吸煙產品的監管，及防止另類煙流入市面。
香港運輸物流學會期望盡快恢復所有經香港聯運轉運的另類吸煙產品，以鞏固香港在《中華人民共和國國民經濟和社會發展第十四個五年規劃和2035年遠景目標綱要》中作為國際航空樞紐的地位。
